EUDR country risk, for every origin.
The EU Deforestation Regulation sorts every country of production into low, standard or high risk. Implementing Regulation (EU) 2025/1093 lists 140 low-risk countries and 4 high-risk ones; every other country is standard risk. Pick an origin to see what its class changes for you: due diligence, how often you will be checked, and your dates. List checked against EUR-Lex on 2 November 2026.

What each risk class changes
| Class | Countries | Due diligence | Annual checks by authorities |
|---|---|---|---|
| Low risk | 140 | Simplified due diligence is possible: if every input comes from low-risk countries and there is a negligible risk of mixing with other origins, you collect the information and file the due diligence statement, but skip the risk assessment and mitigation (Articles 10 and 11). | At least 1% of operators a year |
| Standard risk | 53 | Full due diligence: collect the information, including the geolocation of every plot, assess the risk, mitigate it until it is negligible, and file the due diligence statement. | At least 3% of operators a year |
| High risk | 4 | Full due diligence, with the closest scrutiny: competent authorities check high-risk origins three times as often as standard ones. | At least 9% of operators and 9% of the quantity a year |
Under EUDR Article 13, an operator whose commodities all come from low-risk countries, with negligible risk of mixing with other origins, does not have to carry out the risk assessment and mitigation of Articles 10 and 11. Under EUDR Article 16, each member state checks every year at least 1% of operators sourcing from low-risk countries, 3% from standard-risk countries, and 9% of operators and 9% of the quantity from high-risk countries.
Simplified due diligence is lost the moment a low-risk lot could be mixed with product from elsewhere, or when the operator learns of a risk; then the full process applies again (Article 13(2)). Commodities grown in a standard or high-risk country and processed in a low-risk one keep the risk of where they were grown, and authorities treat that route as a circumvention risk (Article 13(3)).
